【摘要】 京津冀生态环境协同保护是"十三五"时期推进京津冀生态环境协同保护与发展过程中必须解决的重要问题。分析目前制约京津冀生态环境协同保护的诸多因素可知,突出的瓶颈问题主要集中体现在认识程度的局限、行政格局的困扰、资源条件的影响、生态环境的限制和利益分配的局限等诸多方面。为此,应从提升协同保护认识、建立高层协调机制、充分利用社会资源、综合改善生态环境、切实保障利益均衡等方面加以解决。更多还原

【Abstract】 The ecological environment protection integration of Beijing-Tianjin-Hebeiis an important issue in the course of integration during the period of China’ 13 th Five-Year Plan. By analyzing the factors that restrict the integration,prominent bottleneck problems are found out, such as the limitations of knowledge, the administrative patterns, the influences of resources, the restrictions of the ecological environment and the distribution of benefit. To solve these problems, awareness of integration should be increased, a high-level coordination mechanism shouldbe established, social resources should be made the best use of, comprehensive improvement of ecological environment should be achieved and interests of all parties should be balanced.更多还原
