【Abstract】 The fourth plenary session of the party’s 18 th national congress explicitly put forward the basic policy of governing the country according to law in an all- round way. Throughout history,the civilization of rule of law is under the support of moral system,the law itself is the tool to realize social interests balance. In the aspect of maintaining social order and each has its advantages and promote each other,also have their own limitations,to support each other. The rule of law must set up the strategy of a combination of law and morality,establish and improve the ideological and moral system,and improve the moral quality and advocate law concept.
