【摘要】 农业面源污染是农业现代化发展过程中的阶段性问题的集中反映,亟待法律手段加以解决。本文通过梳理贵州省出台的地方性法规、地方规章及规范性文件,在分析其法制现状的基础上,提出制定贵州农业面源污染防治的地方性法规,建立贵州农业面源污染调查与监测制度及农业生产环境影响评价制度,实行农业面源污染防治首长负责制等建议。更多还原

【Abstract】 Agricultural non-point source pollution is a reflection of periodic problem in the process of agricultural modernization,which requires to be solved urgently through legal means. Through reviewing the local laws,regulations and normative documents promulgated by Guizhou Province,this paper,on the basis of analyzing its legal circumstances,proposes several suggestions such as formulating local regulations of preventing Guizhou agricultural non-point source pollution,establishing the system of investigation and monitor and environmental assessment system of agricultural production of Guizhou agricultural non-point source pollution and implementing leading cadres’ responsibility system of agricultural non-point source pollution and so on.更多还原
