【摘要】 大学生创业政策评价是及时发现和解决问题、进行政策调整修正偏差的过程,政策评价体系是政策评价的前提和基础,其评价标准应该包括效率性、效益性、公平性、回应性、执行力。在相关研究的基础上,通过文献法确定大学生创业政策绩效评价的共识性指标,再通过专家评价法对指标进行筛选和增补、赋值,提出由3个一级指标(B层),6个二级指标(C层),32个测评点(D层)构成的大学生创业政策评价体系(A层),并运用层次分析法对各指标进行赋值,旨在优化大学生创业政策评价体系,更好地促进大学生创业。更多还原

【Abstract】 Evaluation of the policy on business startups for college students is the process that aims at adjusting the policy and addressing relevant errors by spotting and solving problems concerned. The evaluation system of the policy is the precondition and basis for policy evaluation and is based on the principles of comparability, all-sidedness, comprehensiveness, and full-perspective, so the evaluation criteria must cover the following factors: efficiency, benefits, fairness, responsiveness and implementation capability. In the light of the effectiveness of business startups and policy concerned as well as the studies that have already been performed, the consensus indexes are established through literature review concerning the evaluation of effectiveness of the policy on business startups for college students, which are then subject to the assessment, addition, and assignment by expert evaluation. Thus the present study puts forward an evaluation system of policy on business startups of college students(Level A), under which there are 3 firstclass indexes( Level B), 6 second-class indexes( Level C), 32 evaluation points( Level D) and values are assigned to individual indexes in various levels and classes so as to optimize the evaluation of policy and policy making in business startups and promote the startups of business for college students as well.更多还原
