【摘要】 党的"十八大"以来,中国继续推进行政管理体制改革,进一步向"服务型政府"和"适应市场经济的政府"迈进。文章回顾了改革开放以来中国在精简机构、简政放权方面的持续努力,梳理总结了中国近四十年来机构"精简—膨胀—再精简"的曲折与经验,总结了区域规划工作在改革历程中的权力配置和变更状况,在此基础上提出了事权交易制度这一简政放权政策在区域规划中的运用途径。随后着重分析了区域规划的具体事权特点,提出了事权交易制度在区域规划中的优化路径,并得出交易事权高于明晰事权的权力配置结论。更多还原

【Abstract】 Since the 18 th national congress of Chinese Communist Party, China has continued to push administrative reform and build a service-oriented and market economy adaptive government. This article reviews the efforts of simplified administration and powers of China since the reform and opening up, summarizes the "Simplification-Expansion-Simplification" process in the past 40 years, concludes the power of regional planning and its transition, and puts forward the use of power transaction system in regional planning. The paper then analyzes the characters of specific administrative power of regional planning, proposes the optimization path of power transaction system, and concludes that transaction power is higher than clarification authority.更多还原
