【摘要】 生态治理现代化是国家治理体系和治理能力现代化的题中应有之意。实现生态治理现代化需要构建多元主体协同的网络治理体系。社会组织作为主体之一,在生态治理中扮演着组织者、协调者、监督者、践行者、宣教者、"外交官"等重要角色,发挥着独特作用,但是当前仍然存在多元主体认识偏差、社会组织能力建设不足、法治化建设不完善、资金缺乏等阻滞因素,影响了社会组织作用的发挥。基于此,提出提高多元主体协同意识、加强社会组织能力建设、推进社会组织参与生态治理的法治建设、拓展资金来源渠道等实现路径,以促进生态治理现代化的实现。更多还原

【Abstract】 Ecological management modernization is the intrinsic element of the modernization of national governance system and governance capacity. The network governance system of multi-subject collaboration should be constructed for realizing the modernization of ecological governance. As an element of the main body,the social organizations play the important and unique roles in the ecological management such as organizer,coordinator,supervisor,advocate,educator and " diplomat" etc. But there are still many hindering factors such as deviation in cognition of multiple subjects,lack of social organization ability construction,incompleteness of legalization and lack of funds,which affect the roles of social organizations. In view of the circumstances,the realization paths including improving the cooperative consciousness of multiple subjects,strengthening the ability construction of social organizations,promoting the legalization construction of social organizations to participate in ecological management,and expanding the source of funds are proposed to realize the modernization of ecological management.更多还原
