This paper used the MODIS data to establish the remote sensing inversion model of surface soil moisture based on energy balance and water balance. The results of model validation show that the correlation between measured value and simulated value of Shandong Peninsula(R 2) is 0.63, the Yishusi Region's R 2 is 0.6, and the Huai River District's R 2 is 0.65.
