【摘要】 基于DEA模型构建了政府购买城市社区养老服务效率评价指标,对江苏三个城市多个社区的养老服务购买效率进行了综合评价。结果表明:养老服务购买综合效率不高;资金投入水平与购买效率间不存在正相关关系;养老服务购买资金存在不同程度的浪费现象,并在不同服务项目上存在"错配";多数社区购买服务效率的规模报酬递减。据此,提出了在加大养老服务购买力度的同时应注重购买结构的优化、保证服务项目的多元化、增强购买过程的透明度与竞争性等政策建议。更多还原

【Abstract】 Based on the DEA Model,this essay constructs evaluation index on the efficiency of government purchasing urban communities’ old-care service,and evaluates comprehensively the efficiency of governments’ purchasing old-care services in three cities of Jiangsu Province.The results show that the government purchasing service efficiency is low in sample regions.There is no positive correlation between government capital investment and efficiency.In the process of government purchasing services,the efficiency of fund using is low.The purchasing efficiency of most sample areas is decreasing of the returns to scale.Accordingly it puts forward suggestions as following:to optimization of purchase structure,ensure the diversification of service projects,and enhance the transparency and the competitiveness of purchasing process while to increase the old-care service purchasing power.更多还原
