【摘要】 运用2013年湖北省3个城市的廉租住房保障家庭的入户调查数据,从补贴是否用于住房消费和补贴资金使用率两个层面,分析了租赁补贴政策的实施效果及其影响因素。结果显示,租赁补贴政策的实施效果并不理想,体现为存在着较长的政策时滞;补贴资金被挪用于非住房消费的现象较为普遍;补贴资金使用率较低。实证研究表明,除户主年龄、家庭人口等基本特征变量外,家庭住房可支付能力、累计获取补贴年限是影响租赁补贴政策效果的重要因素。据此,提出了改变补贴资金发放形式、完善补贴资金发放标准、健全和完善住房保障信息管理系统的政策建议。更多还原

【Abstract】 This essay analyzes the effect of rental subsidy policy and its influence factors from two aspects by using investigation data of the low rent housing tenant from three cities of Hubei in 2013.The two aspects are whether subsidies are spent on housing consumption or not and how the use rate of subsidies is determined.The results show that the effect of rental subsidy policy is not ideal on the whole,and has a long time lag to increase housing consumption of low income families.The epidemic researches find that the tenants whose housing affordability is weaker and who got the subsidy later tend to spend subsidies on non-housing consumption.In addition,other elements also influence the effect of rental subsidy policy,including age,family size,etc.Based on the conclusions,the following suggestions are given:changing the exiting forms of subsidies,completing the exiting standards of subsidies,and improving the information management system of housing security.更多还原
