【摘要】 京津冀协同发展战略与北京外来人口调控之间是整体与部分、系统与子系统的关系,无论是从静态还是从动态的角度来看,都可以得出两个基本判断:其一,京津冀协同发展战略对北京外来人口调控具有重要的引领作用;其二,北京外来人口调控对京津冀协同发展具有积极的推动作用。本文着重研究前一种作用,从凝聚价值共识,筑牢思想基础、完善治理机制,促进三地协同、构筑循环系统,激发内生动力这三个方面对其作了较全面而具体的阐述。更多还原

【Abstract】 The relationship between the strategy of Coordinated Development of Beijing-TianjinHebei and the control of floating population in Beijing is like the relationship between the whole and the part, the system and subsystem. We can draw the two basic judgments both from the static and the dynamic point of view. First, the strategy of Coordinated Development of Beijing-Tianjin-Hebei plays an important leading role on the control of floating population in Beijing. Second, the control of floating population in Beijing will promote the Coordinated Development of Beijing-Tianjin-Hebei. This paper focuses on the first and gives the detailed elaboration on the aspects of forming the value consensus, building a strong ideological foundation, improving governance mechanism, promoting coordination, building a recycling system, and stimulating the self-motivation.更多还原
