【Abstract】 This paper focuses on the reform of the social insurance service system under the background of constructing a service-oriented government administration system. Using the method of positive analysis,the author illustrates the issues of insufficient service capacity and fragmented administration currently undermining the social insurance service system. Drawn experience from international cases,the author proposes to redesign the social insurance system combined with the classification reform of public institutions from the "Top Level Plan".更多还原
