基于未确知测度理论的生态城市建设评价

【摘要】 生态城市是由经济、社会和自然构成的复合生态系统,具有复杂性和开放性,而对生态城市建设水平进行评价涉及大量的未确知信息。基于未确知测度理论建立生态城市建设综合评价模型,利用信息熵理论确定各指标的权重,依照置信度识别准则进行等级判定,得出了生态城市建设评价结果。将所构建的生态城市建设综合评价模型应用到华北某市的生态城市建设评价中,结果表明,2005—2012年该市生态城市建设水平保持良好发展势头,到2012年该市生态城市建设水平已经达到国内生态化建设良好等级。但该市各子系统之间发展不协调,其中,经济子系统的增长速度最快;自然子系统次之,但不稳定;社会子系统有小幅度的增长,基本保持稳定。

【Abstract】 In this paper,we would like to introduce an unascertained measurement theory intended to be adopted to the evaluation of an ecological city construction. As is implied by the term,an ecological city should be a compound ecological system that is composed of its own economic subsystem,social subsystem as well as a natural subsystem,involving a lot of unascertained information and knowledge systems. And,in turn,the comprehensive evaluation model of the ecological city construction based on the unascertained measurement theory has been established,and the index weight has been calculated by using information entropy theory. Therefore,starting from the keen research interest of the authors,the paper has first of all identified the necessary definition of an ecological city and the goal for its construction,while defining the characteristic features of the needed evaluation indexes in regard with the construction goals for its ecological construction of the indispensible functions of the said city. Besides,the assessment grades of the eco-city construction have to be determined by the credibility criteria. Thus,taking a North China city as an example,the first step is to establish an index system while taking reference to such models both from home and abroad. Then the comprehensive evaluation model based on the unascertained measurement theory has been applied to the evaluation of ecological city construction. The primary evaluation results show that the ecological city construction maintains a good momentum of development from 2005 to 2012,and can be said up to the national good grades of ecological city construction. Nevertheless,it fails to keep well in the balanced development between the three subsystems of the city. The ecological construction of economic subsystem is the fasted; followed by natural subsystem,but that of natural subsystem is instability; ecological construction of social subsystem remains stable with a small level of growth.Therefore,to keep on with the rapid development of the economic subsystem,the city should pay enough attention to the development of the social and natural subsystems. Thus,it can be concluded that,as compared with the other evaluation methods,the evolution model we have proposed can be said advantageous in convenient calculation,reliable in evaluation results,more comprehensive in the information communications and free from unnecessary subjective judgment,which tends to be oriented to the comprehensive and objective evaluation results. And,needless to say,it is also of much more significance to be paid attention to the adaptability and availability of the eco-city construction evaluation so as to promote the construction of such promising eco-cities.
