【摘要】 目的分析江西省2011-2015年结核病防治(下称结防)规划的执行情况。方法按照《江西省结防规划(2011-2015年)》实施效果评估方案,收集11个设区市和100个县(市、区)《江西省结防规划(2011-2015年)》实施评估调查表。结果江西省5年间投入了大量人力、经费,建立了较好的结核病医疗保障制度,累计发现活动性肺结核患者173 872例,其中涂阳肺结核患者90 877例;2011~2014年新涂阳和复治涂阳肺结核患者治愈率均达85%以上,2015年实验室工作、耐多药肺结核诊治、艾滋病与结核病双重筛查等工作相比2011年取得较大进展。5年减少死亡人数43 522人,避免感染肺结核785 517人,避免新发肺结核患者78 551人,减少社会医疗费用5 351万元,避免因劳动力损失而挽回的社会总价值达236.15亿元。结论江西省2011~2015年间通过实施结核病控制策略,全省结防工作成效显著,取得了较好的经济和社会效益。但仍要重点加大省级和县级结防机构人力资源建设,对重点人群、脆弱人群甚至全人群开展针对性、多样化的健康促进,推动新形势下结防工作的可持续发展。更多还原

【Abstract】 Objective To evaluate the effects of the 5 years TB control program from 2011 to 2015 in Jiangxi province.Methods According to the evaluation plan of provincial TB program( 2011- 2015),we collected the evaluation forms in11 prefectures and 100 counties in Jiangxi from 2011- 2015. Results Jiangxi province had invested a lot of manpower and funds in 5 years,and established a good health insurance system. A total of 173 872 cases of active pulmonary tuberculosis were found,of which 90 877 cases were smear positive tuberculosis. The new smear positive and recrudescence smear positive pulmonary tuberculosis cure rate were above 85%. The laboratory work,MDR TB diagnosis and treatment,AIDS and TB double screening and other work had made great progress in 2015 compared to that in 2011. During 5 years,Jiangxi province implemented solid TB control strategies and measures,reduced the death 43 522,avoided infection of PTB 785 517 and avoided new patients with PTB 78 551,reduced social medical expenses 53. 51 million yuan,and avoided losses due to labor and restore social to save the total value of 23. 61 billion yuan. Conclusion Through the implementation of TB control strategy in Jiangxi province during 2011- 2015,our province had achieved remarkable results,and good economic and social benefits. But Jiangxi still should focus on increasing human resources construction levels of the provincial and county TB control institutions. Province,cities and counties should have steady growth of funds with the development of economy,expand the coverage of tuberculosis medical insurance for urban population,focus key population and vulnerable population and the whole pepole to carry out targeted,diverse health promotion,and promote the sustainable development of TB control work in the new situation.更多还原
