【Abstract】 Government,market and society are the three major areas of the human behavior different from the process of themodern state formation in human history. The principle of the demarcation is the substantial difference among theirrespective operation mechanism,and in fact they constitute three kinds of system of resource allocation. The threemechanisms invade or overlap each other inevitably because their nature and respective operation target is different and veryconflicting frequently.
