【Abstract】 The construction project of Heilongjiang backbone higher Vocational schools is an important measure for building provincial higher vocational education system. Twelve provincial backbone schools focus on promoting institutional innovation in order to enhance the vitality of the school. They also take the specialty and the specialty cluster construction as the core with strengthening the connotation construction, has carried on the beneficial exploration and practice in improving the quality of talent cultivation.
