【摘要】 国家治理体系现代化的核心要义是治理主体的多元化,公众参与作为治理主体多元化的一种形式,在社会保障治理中起着重要作用。社会保障治理中的公众参与具有参与层次的广泛性,参与内容的全面性,参与形式的灵活性和参与责权的相互性等特点。受路径依赖的管理惯性、管理制度不完善以及个人能力欠缺等因素的影响,当前社会保障治理中存在着明显的公众参与不足。政府应从公众参与的管理体制、制度体系、途径与模式方面进行科学构建,形成一个政府与公众相互协作的社会保障治理框架,以提高社会保障决策的科学性与可行性。更多还原

【Abstract】 The core of national governance system modernization is the diversification of governance subject,and public participation is an important form of the governance subject diversification in social security governance. The participation is comprehensive,all around,flexible and mutual in social security governance. Because of the traditional management system,institutional structure and personal quality,public participation is obvious insufficient in social security governance. The government should scientifically construct the mechanism,system,ways and model of public participation,so as to form a mutual cooperative social security governance frame between the government and the public to improve the scientificality and practicability of social security decision.更多还原
