【摘要】 新常态视阈下,新政策观、新资源观、新经济观以及公民日益觉醒的环保意识正逐渐形成潜在的联动机制,倒逼我国地方政府提高雾霾协同治理的质量与水平。本文首先结合我国雾霾治理现状分析我国府际协同治理雾霾的现实困境,如府际协同治理水平仍停留在初级阶段、合作过程缺乏制度化规范、合作治理机构组织化程度较低以及缺少府际合作长效机制等;其次以行动者-系统-动力学理论为基础,分析我国府际协同治理雾霾在治理主体、治理制度以及治理环境方面应当产生的效果;然后通过应然与实然的对比分析,认为建立政府间雾霾治理合作机制是打破现实困境的有效手段,最后提出实现多主体联动治理机制、法律约束与激励机制以及长效监管机制的有机统一是当前府际协同治理雾霾的必要选择。更多还原

【Abstract】 Under the new normalization,the new policy concept,the new resource concept,the new economic outlook and the increasingly awakening environmental awareness of citizens are becoming a potential linkage mechanism,which forced local governments in China to improve the quality and level of fog and haze collaborative governance. In this new situation,the fog and haze intergovernmental coordination governance still faces many dilemmas such as lower levels of governance,lack of Institutionalized norms in governance process specifications,low organizational degree of governance institutions and the lack of long- term management mechanism. To overcome the practical dilemmas,we need to analyze the body,system and environment of intergovernmental fog and haze collaborative governance separately based on actors- system- dynamics theory. According to the analysis,it can be found that the fundamental dilemma the intergovernmental fog and haze collaborative governance faces is the missing of intergovernmental cooperation mechanism. Fog and haze collaborative governance must be based on common interests,cooperation,awareness,trust and other basic conditions. Finally,according to the results of dilemma analysis and theoretical analysis,the necessary choice of current intergovernmental fog and haze collaborative governance is proposed as the achievement of the organic unity of multi- agent linkage governance mechanism,legal constraints and incentives mechanism,and long- term supervision mechanism.更多还原
