【摘要】 本文基于地方政府的土地财政依赖的制度背景,从土地收益及构成、土地供给与需求等分析入手,构建了城市用地扩张的土地财政行为分析模型,并在全国和东中西部进行了实证检验,揭示地方政府行为选择的动因与制度优化的路径。结果表明:土地税收对城市用地扩张表现出明显的正激励,土地市场收益中出让收益的正向激励明显,其中以招拍挂等公开市场方式尤为突出,凸显了政府管理的倾向性;市场供给和需求增加均刺激了城市用地的扩张,需求是主动力;东中西部因各方面差异,各因素对城市扩张的影响大不相同。文中最后在土地税收、土地市场、农地征用及城市发展等方面提出了制度优化建议。更多还原

【Abstract】 Starting from the trend of the public revenue of land and urban land scale,this thesis analyze the composition of land revenues,supply and demand of urban land,and set up a regression model of local governmentsbehavior choice on urban land expansion.This model test the data of the entire country,east,middle and west of China.Estimation results indicate that:(1)On the public revenue of land,land tax exhibit their obvious positive incentive on urban land expansion while revenue from land market show the diversity because of different revenue ways.(2)On the relationship between supply and demand,both of them stimulate the expansion of urban land and the demand appears stronger.(3)The effects of each factor on urban expansion exist large differences in east,middle and west due to their different conditions.At last,the authors propose policy suggestions on tax,market revenue,rural land requisition,land market supply and urban development.更多还原
