【摘要】 县级公立医院改革作为新医改的重要任务和重点环节,已在全国陆续试点实施。笔者通过对安徽省19家县级公立医院进行调研,在深度访谈了解事实和查阅资料总结的基础上,对安徽省县级医院医改中存在的问题进行分析,并针对性地从加大政府投入,完善补偿机制;加强自我管理,提高自我发展能力;加强人才队伍建设,提高人员待遇;完善基本药物制度,提高制度实施连续性;完善医疗保险制度,提高医保效能等方面提出了相应的意见和建议,以期为制定深化县级公立医院改革政策提供参考。更多还原

【Abstract】 As the important parts of healthcare reform, county level public hospital reform has been spread on all provinces in China. Based on the investigation of 19 county level public hospitals in Anhui province, problems in the reform have been discussed. Suggestions which can described as increasing government subsidy, completing compensation mechanism, strengthening self- management and promoting self- development competences, highlighting on human resources training, improving essential drug system, completing medical insurance scheme and improving its efficiency are proposed to give reference for policy making on deepening county level public hospital reform.更多还原
