【摘要】 指出了影响我国营利性与非营利性医院发展的相关政策问题:一是医院分类管理政策不协调,包括现行医院法人制度与现实发展不协调,非营利性医院的政策不对等,政府对医院设立规划不完善;二是现有政策不完善、不落实,包括人事制度成为社会办医的瓶颈,民营医院享受医保报销政策的落实受到限制,国家税收政策对社会办医的限制,国家土地使用政策对社会办医的限制,对民营非营利和营利性医院监管不到位。更多还原

【Abstract】 Policies influencing for-profit and non—for—profit hospital development were analyzed.Problems included the discordant hospital classification administration policy which involved the mismatched hospital corporate institution and the environment,the inadequate support for non-for-profit hospital development and the incomplete hospital development plan and the incomplete and iinimplemenled healthcare reform policy which included personnel management,the biased medical insurance payment policy,the inadequate lax preference policy,the restrictive land use policy and the weak inspection on private hospital were discussed.更多还原
