【摘要】 在海水养殖领域,我国传统的海水养殖管理模式是以政府为主体的单中心治理模式,在多元化的社会发展格局中面临诸多困境,造成了单中心治理模式下政府对海水养殖的监管失灵,不能满足现代社会对海水养殖水产品质量安全治理的要求。转型期构建海水养殖多元主体治理模式应该首先解决好现代政府的自身定位,将"政府-渔民"双方博弈的现状转为多主体共同治理;从多元渔业政策决策主体结构的构建中摒弃政府单中心决策的"路径依赖";渔民作为基础治理角色应通过大力发展渔业组织增强自己的管理能力;推进多元海水养殖主体治理行为的目标整合,统筹合力力量。在以多元治理主体为导向、以"协作性治理"为模式的治理理论指导下,构建出海水养殖多元主体治理模式。更多还原

【Abstract】 In the field of mariculture,our traditional governance mode is the single-centered one with the government as the main body,which faced many difficulties in the diversified patterns of social development and caused a mariculture regulation failure.This mode cannot meet the requirements of modern society for aquaculture products quality and safety management.During the transitional period,the construction of mariculture multiple subject governance mode should define the role of modern government first,and then change the "government-fishermen" relationship into a multiple subject governance mode.In the process of building the structure of the multiple fisheries policy decision-making body,the government should abandon the single-centered decision-making;fishermen as basic governance role should enhance their own management capacity by developing fishery organizations,and thus promoting the integration of mariculture multiple subject governance as a joint force.We will construct mariculture multiple subject governance mode with multiple subject governance as the guide,and "cooperative management" as the governance mode under the guidance of the governance theory.更多还原
