【摘要】 随着改革开放向纵深推进,政府间关系尤其是横向府际关系受到学术界的广泛关注并成为理论研究的热点。中央政府在经济上放权和政治上集权,使地方政府之间围绕GDP、财政收入和官员政治晋升展开博弈,而且有愈演愈烈的趋势,甚至出现过度竞争。毫无疑问,在经济全球化、区域经济一体化的机遇和挑战面前,竞争助推了经济发展和社会进步,但同时带来的跨行政区公共问题也越来越多,相互合作成为地方政府应对共同问题的理性选择。在区域经济一体化的进程中,平衡地方政府竞合关系应规范地方政府竞争,防止竞争过度,加强地方政府合作,促进合作共赢。更多还原

【Abstract】 With the development of reform and opening- up,intergovernmental relations especially transverse intergovernmental relations have become widely concerned in the academic community and a focus of theoretical research. The central government’s decentralization in economy and political centralization promote local governments’ competition around the GDP,fiscal revenue and political promotion of officials,which presents an increasing trend and even leads to the emergence of excessive competition.There is no doubt that with the opportunities and challenges brought by economic globalization and regional economic integration,competition has boosted the economic development and social progress. Along with them,however,public problems of cross administrative regions also get more and more prominent. To deal with them,mutual cooperation is a rational choice for local governments. In the process of regional economic integration,balance of intergovernmental competition and cooperation requires that competition between local governments be regulated and excessive competition prevented. Meanwhile,cooperation,especially win- win cooperation between them strengthened and promoted.更多还原
