【摘要】 伴随着我国法治政府建设步伐的不断加快、医疗卫生环境的不断变化,医疗体制中行政指导行为的合法性与合理性已成为医疗体制改革的重要内容。目前,我国行政指导理论尚不完善,实践中行政指导又具有手段灵活多样、涵盖面广等特点,致行政指导规范条件不成熟;鉴此,有必要建立一套健全的行政程序约束机制,以便更好地提高行政指导行为的法治化水平。更多还原

【Abstract】 Along with the accelerating pace of the construction of law-based government in our country, the changing health care environment, the legitimacy and the rationality of the administrative guidance in health care system has become an important part in medical system reform. At present, administrative guidance theory is not yet perfect in our country, and in the practice, administrative guidance bears the characteristics of flexibility and wide coverage, and the conditions for administrative guidance standard are not mature.
