【Abstract】 How to develop qualified legal talents conforming to the need of social development and training objectives of professionals is an important subject of law major in local undergraduate colleges. Therefore, it is necessary to revise the personnel training programs, which take practical teaching as a breakthrough point and focus on cultivation of students’ ability,and regard studying for the purpose of application as school mission, gradually forming the applied personnel training pattern of the combination of "knowledge, ability and quality which primarily oriented towards ability". That kind of revision is both the basic requirement and value manifestation of the local undergraduate colleges’ three major functions, and necessary requirement for subject construction of local undergraduate colleges adapting to social development.
