【摘要】 四位一体的医院质量、安全、健康和诊疗环境(Quality、Safe、Health、Environment,QSHE)管理体系是在整合ISO相关国际标准的基础上,吸纳并借鉴了目标管理、全面质量管理和JCI管理的思想,以风险管理为核心和纽带,把医院管理的质量、安全、健康和诊疗环境4个核心体系融合成的一个完整、科学、系统的管理体系。整合后的医院QSHE管理体系,可确保医院持续质量改进和有效的风险管理,确保病人、员工和来访者的安全,提高管理体系的实用性和有效性,解决以往医院无论是ISO评审、JCI评审还是等级医院评审工作经常出现的两层皮现象。构建医院QSHE管理体系分为策划设计、文件编制、培训实施、评审改进4个阶段。为保证医院QSHE管理体系的有效构建和实施,领导的战略决策是关键,信息化管理是医院QSHE管理发展的方向。更多还原

【Abstract】 The four-in-one hospital quality,safety,health and environment of diagnosis and treatment management system(QSHE) absorbed and learned from the target management,total quality management and JCI management thought based on the integration of ISO related international standards.It uses risk management as the core and link to incorporate the four core systems of hospital management---- quality,safety,health and environment of diagnosis and treatment into a complete,scientific and systemic management system.After the integration,the hospital QSHE management system can ensure the hospital’s continuous quality improvement and effective risk management,and ensure the safety of patients,staff and visitors,improve the practicability and effectiveness of the management system,solve the disconnection phenomenon often encountered in ISO assessment,JCI review or hospital accreditation in hospitals.The construction of a hospital QSHE management system is divided into four stages,including planning,design,documentation,training implementation,evaluation and improvement.The strategic decision of leadership is the key to ensure the effective construction and implementation of the hospital QSHE management system;information management is the direction of hospital QSHE management development.更多还原
