【摘要】 外部保障机制的构建是跨境合作办学机构和项目良性发展的基础。目前我国跨境合作办学外部运行中存在中央政府职能越位、地方政府职能缺失、部门协作机制不健全、政策法规滞后等问题。为推动跨境合作办学的良性发展,应从培育高校治理、推行法制化运作、实施多主体问责、建立中立调节机构、培育多元投资体制等方面推进合作办学外部保障机制的建设。更多还原

【Abstract】 Development of external guarantee mechanism is the basis for cross-border cooperative education institutions and projects. The operation of current cross-border cooperative education institutions has such problems as the displacement of central government functions,the lack of local government functions,the imperfection of department coordination mechanism,and the delay in the publication of policies and regulations. Thus,methods like developing college governance mechanism,establishing legalization operation mechanism, implementing multi-agent accountability mechanism,creating neutral regulatory mechanism,fostering multivariate investment system and etc. should be adopted to build an effective external operating mechanism,which is imperative for building a favorable external environment for cooperative education institutions.更多还原
