【摘要】 在剖析我国推进基本公共卫生服务落实中存在的认识误区、职责不明、协调不力和保障不足等问题基础上,形成了推进各项基本公共卫生服务项目落实的策略思路:一是扭转"基本公共卫生服务"替代"公共卫生服务"、"基本公共卫生服务"等同于"基层公共卫生服务"的错误观念。二是创新机制:(1)加强项目推进的统一领导,建立以疾控为主导,卫监、妇幼、基层、医政等共同参与的协调机制;(2)完善协调沟通的工作机制;(3)落实经费保障机制,明确合理的经费投入标准和分配流向。三是科学合理的流程再造,明确项目的总体目标和各方的职责分工,加强质量控制和绩效考核。四是加强人才培养,健全对基层公共卫生工作队伍的培训机制。更多还原

【Abstract】 After analyzing the problems in the implementation of basic public health services,such as misunderstanding,ill-defined responsibilities,poor coordination,and inadequate supporting conditions,this article proposed some strategies to promote the implementation of the services. Firstly,the misconceptions that the "basic public health services" was equal to "grass-roots public health services",and "basic public health services" was the same as "public health service" should be reversed. Secondly,it is suggested to create innovative mechanisms :strengthening the unified leadership of the projects,and establishing a coordination mechanism in which disease control and prevention agencies play a leading role with the departments of health inspection,maternal and child health,primary health,and medical administration joining together. It is also suggested to improve the coordination and communication working mechanism. Establishing the funding mechanism,and defining the funding standards and distribution proportion among different agencies are also recommended. Thirdly,reengineering the implementation process,defining the overall objectives and the responsibilities among agencies,and emphasizing quality control and performance evaluation are recommended. Fourthly,strengthening and improving the training system for grass-roots public health staffs are needed.更多还原
