我国西部地区卫生人力资源配置公平性分析:基于资源同质性假设

【摘要】 目的:对我国西部地区卫生人力资源配置公平性进行分析。方法:综合运用基尼系数、泰尔指数和HRDI等相关指标,从人口、地理、经济三个方面,测量卫生人力资源配置的公平性,并分析不公平来源。结果:(1)我国西部地区各省卫生人力配置存在区域性差异;(2)经济实力对各省卫生人力资源配置公平性差异影响显著。结论:政府必须改变传统单一"人向型"的卫生人力配置模式,提高卫生人力资源地理覆盖率。

【Abstract】 Objective:To analyze the equity of human resource allocation for health in Western China.Methods:Gini coefficient,Theil index, HRDI and related indicators were integrated applied to estimate the equity of human resource allocation for health and analyze the source of inequity from aspects of population, geography and economy.Results:(1) There were regional differences in the human resource allocation for health in different provinces of western China;(2) economic strength had significant effects on the equity differen"ces of human resource allocation for health in different provinces.Conclusion:The government should change the traditional single human-oriented" mode of human resource allocation for health and improve the geographic coverage of human resources for health.
