【摘要】 高校图书馆面向社会全面开放是未来趋势,但限于目前国情,我国高校图书馆只能走"适度开放"与"全面开放"双轨发展之路。"适度开放"是指高校图书馆实行有条件限定性开放;"全面开放"是指全免费、全公开的无限定性开放。目前所有高校图书馆都应该面向社会进行"适度开放";地方与高校共建的高校图书馆,以及条件具备的高校图书馆应该率先向社会实行免费全面开放。此外,国家应该通过政府购买服务方式来促进高校图书馆向社会开放的广度与深度。更多还原

【Abstract】 It becomes a trend for academic libraries to open free to the public,however bounded by the current situation,it seems that academic libraries can only adopt a double-track strategy,i.e.,libraries should be run in both "moderate" and "overall" way simultaneously. "Moderate" means academic libraries are opened with certain conditions,while "overall" means the libraries are completely free and matches the expectations of the people. We suggest that all of academic libraries should open to the public conditionally. But for those academic libraries that co-constructed by the local government and university,or own sufficient resources,they should take a lead to " overall open". Government should also improve the breadth and depth of openness by purchasing related services.更多还原
