【摘要】 我国城镇化进程中存在着人口城镇化滞后于土地城镇化的问题,农民在城镇化过程中逐渐分化为农民工、失地农民、留守农民三个主要群体。实现各类农民的市民化是城镇化的重要任务,也是实现和保障农民权利的主要途径。当前,我国各农民群体在市民化过程中都面临着一系列难题。解决这些难题,既需要加快完善相关法律制度,为各类农民市民化提供制度保证,也需要分类制定政策体系,解决好不同农民群体的市民化问题,还需要加强对农民的教育和培训,促进各类农民逐步适应市民化的需要。更多还原

【Abstract】 During the process of urbanization,population urbanization lags behind urbanization of land. Farmers are divided into three groups during this process: migrant workers,land-loss farmers and left-behind farmers. To achieve the citizenization of all kinds of farmers is the important task of urbanization. It is also the major way to protect farmers’ rights. At present,the farmers’ groups are faced with series of problems during the process of citizenization. In order to solve these problems,firstly,it is important to perfect relevant legal system and to provide an institutional guarantee for all kinds of farmers’ citizenization. Secondly,it is urgent to formulate classification policy system. Thirdly,it is essential to strengthen the education and training of farmers and to help the farmers adapt to the needs of citizenization gradually.更多还原
