【摘要】 确保粮食安全的关键是持续提高农业生态经济综合效率,使生态良好率、劳动生产率、土地生产率和商品率形成整体聚合效应。新中国成立以来,我国粮食生产总体快速增长,但年际间起伏大,尚未达到供求的稳定均衡。要想规避这方面的风险隐忧,唯有提高生态经济综合效率。其对策途径包括以下方面:构建有机肥与化肥的量化配比、建立农牧与化工类农资有机融合的物流大循环产业体系,达到生态文明下的多效率共赢;以城镇化带动土地有序流转,扩展种粮者土地经营规模,提高粮食劳动生产率;将中低产田改造为"高基农田",增加土地生产率;实施"一重点、二到位和三结合"科技推广体系,达到多要素整合的高效率;依据资源综合禀赋,推进区域间产销均衡率;完善政策扶持体系,稳步增加种粮者收益。更多还原

【Abstract】 Improving the overall efficiency of agricultural production is the development trend of modern agriculture. Modern agricultural productivity is the "cohesion force" throughout the many compound elements including the labor productivity, land productivity, grain commodity rate and ecological well-integrated rate. After analyzing the achievements and problems of food production from the foundation of new China in 1949, the article proposes six countermeasures and approaches to ensure lasting food security in our country, which are using the urbanization to transfer land orderly and increasing labor productivity of the food production; carrying forward the spirit of high-speed railway to construct the high base farmland and improve land productivity; highlighting the "one focus, two standbys and three combinations" to improve the overall efficiency of food production; promoting the construction of the prevailing food industry belt based on integrated resource endowments; supporting policies to improve food production and enhance the level of subsidies; and changing the style of food production to take a new way of food security with the good ecological type.更多还原
