【摘要】 多年来,韶关一直致力于农村生产发展与消除贫困的治理工作,农村扶贫治理取得了显著成效。但由于韶关地处粤北山区,经济社会发展总体水平不高,农村扶贫治理仍然面临许多现实困境,如扶贫任务仍然艰巨;社区公共产品建设仍然难以适应多元化、现代化的需要;产业扶贫仍然难以适应特困连片开发的需要;贫困地区和贫困人员的脱贫能力仍然有待提升;等等。要走出困境,必须改革自上而下的、单向度的传统扶贫体制;加大贫困地区公共产品建设力度;引导发展特色产业和龙头企业,拓展增收途径;提升贫困人员脱贫致富的主体能力;盘活资金,消除扶贫开发的制约瓶颈。更多还原

【Abstract】 Over the years, Shaoguan has been committed to the development of rural production and elimination of poverty governance, has achieved remarkable success in rural poverty governance. But because Shaoguan is located in the mountains of northern Guangdong, the overall level of economic and social development is not high, rural poverty governance is still faced with many practical difficulties, such as the poverty situation is still serious; public products of community construction is still difficult to meet the need of diversification, modernization; industry is still difficult to meet the need of poverty alleviation destitute of continuous development.
