【摘要】 近年,大规模水利建设深入推进,项目点多面广量大,基层建设任务繁重,管理能力相对不足。特别是部分项目法人对建设程序和四制管理不熟悉,存在违纪违规现象,其责任和风险日趋增加,在这种形式下,积极推行代建制,发挥专业力量的管理优势,实现专业化的项目建设管理十分必要。系统阐述了湖北远安县付家河水库工程试点代建的实践过程,并梳理了需进一步改善的几个关键环节,分析原因并提出了解决问题的方式和对策。更多还原

【Abstract】 Along with large scale construction of water projects that are widely located in Hubei Province,they face heavy tasks of project construction and lack of management capability.Disciplinary violating activities are often noticed as it is found that project legal person normally lacks of knowledge on construction procedure and related rules and regulation.As a result,they have to take risks and more responsibilities.It is necessary to take the advantages of professional team and employ contracting system for project construction and management.A systematic introduction is made on the pilot project of outsourcing for Fujiahe Reservoir construction in Yuan’an County of Hubei Province.Analysis is made on issues and solutions and measures are put forward in line with local conditions.更多还原
