土地供应及其对房地产市场价格的影响
Impact of Land Supply on the Real Estate Market
【摘要】 对土地供应总量、土地供应价格、土地供应方式及土地供应结构等方面与房地产市场价格之间的关系进行研究,分析土地政策对房地产市场发展的影响。通过对2008—2013年土地供应量、土地出让金、招拍挂出让面积及土地出让金占地方财政收入的比例等数据进行对比分析。结果表明:土地供应与房地产市场相互影响,土地供应量及供应结构对开发主体预期、开发规模、房地产产品的结构优化以及城市的协调发展产生影响;招、拍、挂供应方式反应真实的土地价格;房地产价格决定土地价格;地方政府对土地出让收入的过度依赖成为地价居高不下的重要原因之一。
【Abstract】 The paper aims to study the relationship among the total supply of land,the supply price of land,the modes of land supply,the structure of land supply and the real estate market price. The influence of land policy on the real estate market development is analyzed. Comparative analysis is implemented including the total supply of land; land- transferring fees; transfer area of bidding;auction and listing; and the proportion of local fiscal revenue accounted for land- transferring fees in 2008 to 2013. The results show that there is mutual influence on the supply of land and real estate market and supply of land. The modes of land supply have influence on expectation of the market participants,sale of development,structure optimization of real estate products and the coordinated development of city,bidding auction and listing show and the real price of land. Real estate price determines land price. Local government relies too much on land sales that has become one of the important reasons for the high price of land.
