【摘要】 良好的政府社会管理对于化解社会矛盾、维护社会稳定具有十分重要的意义和价值。政府社会管理职能定位的过程实际上是政府向社会"赋权增能"的过程。我国政府社会管理要由过去的"控制"导向转变为"服务"导向,要由过去的"刚性维稳"变为现在的"柔性创稳",特别要以解决民生为重点化解社会利益矛盾。政府社会管理体制构建既要考虑政府社会管理本身体制的建构,还要考虑由政府社会管理职能和模式引发的政府与社会合作共治体制、社会自我管理体制、思想政治教育体制以及对政府社会管理的监督和问责体制的建构,等等。更多还原

【Abstract】 A good Governmental social management is of great value to resolve social contradictions and maintain social stability.The process of the functional positioning of governmental social management is that of government’s empowerment to society.Chinaese governmental social management should transfer from control-oriented to service-oriented,from "rigid stability" to "flexible stability",especially should solve the people’s livelihood as the key of solving the social conflicts.The construction of governmental social management systems should not only consider the systems of the government social management itself,but also consider the systems of the cooperation between government and society,systems of social self-management,systems of ideological education,as well as supervision systems to the governmental social management and other social organizations,etc.更多还原
