This paper briefly introduces the development of worldwide passenger car's fuel consumption standard, as well as China's, and analyzes the changes and guidance of China's latest fourth phase standard i.e. fuel consumption limits for passenger cars and fuel consumption evaluation methods and targets for passenger cars comparing with the last phase. Finally, it explains the method to deal with the fourth phase fuel consumption.
