江苏省经济增长与工业“三废”排放的EKC实证分析与环境策略

【摘要】 为辨清近年来江苏省经济与环境间演变规律,为社会、经济、环境协调发展提供科学依据;经系统收集2001~2013年江苏省工业"三废"排放量和人均GDP统计资料,建立并运用EKC模型,分析EKC典线特征;研究结果表明:江苏省工业废水排放量与人均GDP之间呈现明显倒"U"型曲线,工业废气和固体废物排放量与人均GDP之间呈现出不稳定的"N"型曲线关系;反映出江苏经济发展显著,但仍承受巨大环境压力;目前,急需对工业废气、固体废弃物加强控制;为不断促进江苏经济与环境协调持续发展,江苏应转变经济发展方式,继续推动产业结构调整与优化升级,推广清洁生产,严格控制新污染和生态破坏,重点加强对高污染行业的监管与控制。

【Abstract】 In recent years,to identify the evolution rule between the economy and environment in Jiangsu Province,and provide scientific basis for the coordinated development of society,economy and environment; this paper had systematically collected statistics of the industrial "three wastes"emissions and per capita GDP between 2001 and 2013 in Jiangsu Province.Then this paper established and applied EKC model,analyzed the characteristics of EKC curve. The results of the study indicated that: industrial wastewater emissions of Jiangsu Province and per capita GDP showed an inverted"U"curve,and industrial waste gas and solid waste emissions and per capita GDP showed the unstable "N "curvilinear relationship. This reflected that the economic development of Jiangsu was significant but also with enormous environmental pressure. At present,strengthening of the industrial waste gas and solid waste control were indeed urgent. Changes of economic developing pattern,continued promotion of industrial restructuring and upgrading,promotion of clean production,strictly control of new pollution and ecological hazards should all be done to promote sustainable coordinated development between economy and environment in Jiangsu Province,especially the focus on the strengthening of the supervision and control of high pollution industries.
