【摘要】 通过对旅游规划通则及相关旅游专项规划文献的研读分析,结合旅游专项规划编制的实践,本文对旅游专项规划编制相关问题进行了探讨。第一,对旅游专项规划的含义进行辨析,并以旅游专项规划产生和演变为主线,从旅游配套要素、社会经济发展和产业融合角度对旅游专项规划进行分类。第二,提出旅游专项规划编制必须遵循的3大基本准则,即强化产业融合、注重空间整合、重视协同发展。第三,尊重旅游专项规划编制的多样性与差异性,强调在利益关系分析、指导思想确立、目标系统设置、保障内容设计4大方面必须进行针对性的规划编制。更多还原

【Abstract】 Based on the study of the General specification for tourism planning, and the experience of tourism specialized planning, this paper probes into the related problems about tourism specialized planning. First, the paper defines the concept of tourism specialized planning, and with the mainline of tourism specialized planning evolution, three types of tourism specialized planning are determined, respectively according to tourism supporting elements, development of economic society, and industry convergence. Second, planning the specific tourism should comply with three basic principles, namely, reinforcement of industry convergence development, focusing on the spatial conformity and emphasis on the cooperation development. Third, respect on the diversity and difference of special tourism planning, and the paper emphasizes pertinence planning on the analysis of interest relationship, establishment of guiding ideology, target settings, and content design.更多还原
