【Abstract】 As an important portion of modern institutional system,human rights are significant approaches of constructing modern social relations and just social orders; as a delicate skill of national governance,human rights play an important role in the system of national governance. Respecting and protecting human rights can contribute to improve the competence of national governance,therefore human rights thinking and methods should be emphasized much more. The positive function of human rights to national governance is manifested by improving the legality and authority of the state,promoting the democratization of national governance,advocating the harmonious governance of the society,facilitating sustainable and inclusive development of economy and participating in constructing the ideology of governance.更多还原
