【摘要】 出生缺陷已成为阻碍我国社会发展和人口素质提高的重大社会问题。现代医学及生物技术的发展虽能促进对出生缺陷疾病预防、筛查、诊断及治疗的可能性,但由于责任伦理不明及防治制度缺失,我国出生缺陷防治形势严峻。基于引导社会敬畏生命、尊重生命的价值取向,有必要从责任伦理视域探索研究政府、社会组织及公民个人在出生缺陷防治中的现实困惑。以深化医改为契机,明确伦理责任,逐步形成由政府职能部门主导、社会组织协同、公众积极参与的社会共治格局。更多还原

【Abstract】 Birth defects have already become an important social problem that has hindered the development of our society as well as the improvement of the quality of population. Modern medical and biological technology has greatly improved the prevention,screening,diagnosis and treatment of birth defects,but due to the unclearness of responsibilities ethics and the lack of prevention rules,the situation of birth defects prevention has become increasingly hard. On the basis of value orientation,which calls on our whole society to revere and respect life,it is necessary to carry out a research on the puzzles from the government,social organizations as well as people about the prevention of birth defects in the field of responsibility ethics. We should take the advantage of the deepening of the medical reform,make clear the ethic responsibility,and finally establish a social co- work pattern gradually,in which government departments perform main function,social organizations fulfill as cooperative part,and people can actively participate in.更多还原
