【Abstract】 "Ocean going vessel political commissar" is one of the leaders in stated owned ocean going vessels. Implementing the political commissar system is a unique characteristic and advantage in Chinese stated-owned ocean shipping enterprises. with the development of shipping situation and the improvement of shipping construction, it becomes an important step to strengthen shipping commissars’ team construction and strive to establish a high-quality shipping commissars team in the human resource planning of State-owned enterprises in the ocean transportation. This paper, on the basis of investigation and analysis of commissar ’s current situation of COSCO, is intended to put forward personal opinion on the process of shipping commissars team construction from the role positioning, establishing flow mechanism and sustainable development carried forward by COSCO Group.更多还原
