【Abstract】 To construct a two-level teachers congress system in universities in the new era has profound value implications. It is a practical need to activate the democratic and political units at the grassroots of a university as a value community. It is also an inherent requirement of a university when building a harmonious campus because a harmonious society depends on the inner harmony of the mass.
