【摘要】 文章对某国家级农业科研机构——F研究所2014年管理人才情况进行了调研,分析了我国农业科研院所管理人才的现状和存在的问题。研究显示,F研究所管理人才的总体特征为人才比例合适、文化程度高、从业经历简单、专业技术背景较强、职业培训和学历教育结合良好,但年龄分布不均、管理对专业技术的影响度不一。经分析可见,目前我国农业科研机构在管理人才的培养和建设方面存在人才来源渠道有限,缺乏国际化的视野;过多依赖经验的累积,缺少管理能力和实力;年龄结构不合理,断层问题严重;培训手段单一,缺少针对性;管理与专业技术的定位模糊,科研机构行政化严重等诸多问题。在此基础上,文章提出作为农业科研机构,必须明确管理人才队伍建设的根本目标,通过吸收引进、培训和有效激励,建立职业化的管理人才队伍的建议,以推动我国农业科学研究的发展。更多还原

【Abstract】 By a survey of management talent situation of Institute F, a state-level agricultural research institute in 2014, the status quo and existing problems of the management talents in Chinese agricultural research institutes were analyzed in the paper. The research showed the current overall characteristics of the management talents in Institute F as: appropriate talent proportion, high education level, simple career experience, strong special technical background and good combination of vocational training and diploma education yet with the unbalanced age distribution and different management influence upon the specialty and academic conditions. The analysis showed many problems existed in the management talents cultivation and construction of the Chinese agricultural research institutes, such as limited talent origin and lack of international vision; too much dependence on the experience accumulation and lack of management capability and strength; irrational age structure and severe talent shortage; single training measure without specific purpose; vague management and professional technical positions with too much bureaucracy in the research institutes. It was pointed out that the agricultural research institutes should clearly define the radical objective of management talent team construction, build a professional management team via absorption, training and effective incentives and promote the development of agricultural science research in China.更多还原
