【摘要】 随着农业科技体制改革的推进,农业科研单位投资的企业面临诸多挑战和机遇。要不要办,如何办,成为各农业科研单位急需解决的问题。文章从江苏省农业科学院的实践出发,总结了应对举措,并对农业科研单位投资企业的意义进行了剖析,提出了理顺出资人责权利关系,加强国有资产监管,充分发挥产研单位各自优势,推动产研紧密合作,在投资企业成为创新主体的过渡期,国家应给给予政策支持和扶持等建议。更多还原

【Abstract】 With the advance of agricultural science and technology system reform, many challenges and chances have been encountered by agricultural science and research institutes. Do or not to do and how to do has become an emergent question of these institutes. Based on the reform practice of Jiangsu Academy of Agricultural Sciences, some solutions were summarized, and the function of investing enterprise was studied. Suggestions were put forward, such as to rationalize the relationships among sponsors′ responsibility, right and benefits, strengthen the supervision and administration of the state-owned assets, give full play to the production and research units of their respective advantages,promote the close cooperation of production and research. Besides, in the transition period of investing enterprises becoming the subject of innovation, policy supports should be given by the state.更多还原
