【摘要】 利用北京大学中国家庭追踪数据库(CFPS2010)304个村庄的调研数据,运用多项Logit模型对影响农村转移支付资金分配与获取的因素进行了实证分析。研究表明,不同金额类别的转移支付在农村分配的影响因素各异,数额较小的转移支付分配体现了公平原则,而经济社会条件较好的村庄更易获得大额资金。村级层面的数据印证了转移支付结构性失衡的特征,也说明了"项目制"治理结构的普遍性。更多还原

【Abstract】 Based on 304 villages’ data from the CFPS Database of Peking University,this paper uses the multinomial logistic model to analyze the factors affecting the acquisition of the rural transfer payment funds. The study shows: the distribution of different types of transfer payments amount in rural areas is so verified that the principle of fairness is mainly reflected in the allocation of smaller amounts of transfer payments and the larger amounts are more accessible for the villages in better economic and social conditions. Therefore,the village level data confirm the structural imbalances characteristic of transfer payments,and they also show the universal existence of the ‘project system’governance structure.更多还原
