【摘要】 在我国城镇化进程不断加快的背景下,培育新型林业经营主体将成为今后一个时期应对"三农"问题的有效途径。借助新制度经济学的产权理论和交易费用理论,对新型林业经营主体的生成路径、概念及特征、主体分类、培育意义、培育路径等进行分析。认为林农流转承包经营权是建立新型经营体系的基础,但必须尊重林农的权利;政府应充分发挥要素组织功能,主要是培育市场和提供社会化服务,减少经营主体交易成本。更多还原

【Abstract】 Under the background of accelerating the urbanization process in China, to foster new forestry operators for a period of time to come will be effective ways to cope with the problem of"agriculture, rural areas and farmers". Using property rights theory and transaction cost theory of new institutional economics, the generated paths,concept and characteristics, subject classification, breeding and cultivation path of new forestry management main body were analyzed. The paper holds that the circulation of right to the contracted management of forest is the foundation to establish new management system, but must respect the rights of foresters. The government should give full play to the elements of organization function, but the main way is to develop new markets and providing social services, reduce the transaction cost operators.更多还原
