绩优奖励制度能有效激励农村地方政府的学前教育服务供给吗?——基于宁夏X县的案例研究

【摘要】 与考核义务教育普及率的一票否决不同,政府组织对于学前教育服务供给实行了绩优奖励制度。随着学前教育政策的推进,绩优奖励制度对地方政府的行为产生了影响。依据新制度主义政治学的制度有效性特征,对宁夏农村X县政府供给学前教育服务的绩优奖励制度进行了解释性案例分析。研究表明,从制度结果来看,绩优奖励制度获得了X县政府的认知和遵从,达到了期望的政策目标。但从制度有效性的实现过程来看,垂直监督过程中的信息不对称是绩优奖励制度有效实施的潜在障碍。

【Abstract】 Different from the one-vote veto of the assessment of compulsory education’s penetration,government carried on merit system on the service of pre-school education. With the development of pre-school education policy,the merit system made an impact on the behavior of local governments. Based on the system’s validity of new institutional politics,this paper conducts an explanatory case analysis of merit system that offered by the government of X county in Ningxia to pre- school education service. The study shows that the merit system obtained the cognition and compliance of X county’s government and reached the expected policy objectives. But from the perspective of the effectiveness of the implementation process,the information asymmetry in the process of vertical supervision is a potential obstacle of the effective implementation of the merit system.
