【Abstract】 Returned science and technology professionals plays an important part in Shanghai ’s science and technology innovation,who is also the major carrier and tie for Shanghai to link foreign innovation resource and engage in global innovation networks. Shanghai should actively learn from the experience of other international metropolis,take attracting highly qualified overseas personnel as a long-term strategy of urban development,effectively break the bottlenecks and deal with the difficulties which will influence and hinder the returning of these talents,and strive to create good atmosphere for the innovation and entrepreneurship of returning talents.更多还原
