【摘要】 矿业权设置方案是在矿产资源规划的基础上,对一定区域内探矿权、采矿权空间布局的详细安排。矿业权设置方案制度是矿业权管理中的重要顶层制度,是我国矿产资源管理制度的一项重大改革。文章简要回顾了江苏矿业权现状、矿业权设置方案制度的推进实施情况,总结了取得的初步成效,梳理了存在的主要问题。在提出加快推进落实矿业权设置方案制度的重点方向的同时,提出了完善制度和管理的建议。更多还原

【Abstract】 The program for setting up mining rights is the detailed arrangements for the spatial layout of explorationrights and mining rights to a certain area based on mineral resources planning. The program for setting up mining rightssystem is a top-level system in mining rights management, and it is a major reform of mineral resources managementsystem in China. This article briefly reviews the current situation of mining rights and the implementation progress ofprogram for setting up mining rights system in Jiangsu. Preliminary achievements are summarised and the mainexisting problems are discussed. The main direction to accelerate the implementation of program for setting up miningrights system is proposed, meanwhile the recommendations to improve the system implementation and management areexplored.更多还原
