【摘要】 从广东省科技型中小企业技术创新基金的实践出发,深入发掘创新基金业务链各环节存在的典型问题并进行整体性分析,从国家创新系统理论视野出发对创新基金下一步发展、定位提出见解以及相应的对策建议。目前,创新基金必须要进行改革和发展,以适应经济新常态下创新驱动发展的需要;未来,创新基金在立足加大扶持中小企业技术创新力度的基础上要突出对中小企业成长扶持的系统性,促进中小企业成为经济发展的活力源泉,实现其作为国家创新系统重要组成部分的独特功能。更多还原

【Abstract】 From the practice of Guangdong Innovation Fund for Technology Based SMEs,this article explores in depth the main problems of innovation fund business chain,conducts the holistic analysis on the problems,then proposes appropriate countermeasures to next stage of development and positioning of innovation fund from the perspective of national innovation system theory. Currently,the innovation fund must reform and develop in order to meet the needs of the new economy under normal; In the future,based on the increasing support to the technological innovation of SMEs,innovation fund has to highlight its support for systematic growth of SMEs,promotes SMEs becoming the lifeblood of economic development,and realizes SMEs as an important part of the future of the national innovation system.更多还原
